Lol, that's almost what I do except I use 750 as traffic criteria and $2.00 as CPC criteria. I also use .us for possible domain names.
Then I run the whole batch of possible domains through market samurai to get better traffic stats. When I narrow that down I start checking each individual phrase for viability by using the seo competition to rank my cotenders from 1-10 and discarding anything above 4.
When I'm done I have somewhere between 5 and 50 phrases that are going to be fairly easy to achive top ten status. Some so easy they come in s top ten without ever getting an external link. It's rare but it happens and I love it.
Having a process you can follow makes life easier.
